Letter To The Community – PPEL Vote November 4

Dear Midland Community,

At the August 25, 2025 meeting, the Midland School Board approved a resolution to place a Physical Plant and Equipment Levy (PPEL) on the November election ballot.

On Tuesday, November 4, 2025, our community will have the opportunity to vote on renewing the Midland Community School District’s PPEL. Approval of this measure would continue the current levy for another 10 years without increasing taxes.

The PPEL is a critical funding source dedicated to infrastructure and equipment needs. Nearly every school district in Iowa relies on a voted PPEL to care for their facilities and ensure students have safe, up-to-date learning environments. Midland currently has a voted PPEL of $0.67 per $1,000 of taxable valuation, which generates approximately $178,000 annually. The district is asking to renew, not increase, this rate.

Here are some of the ways PPEL funds directly benefit Midland schools:
-Ongoing facility maintenance, including roofing projects.
-Security upgrades such as secure entrances, cameras, and door systems.
-Furniture for classrooms and learning spaces.
-Technology purchases to support student learning.
-Transportation, including buses, vans, and cars.
-Equipment needed for daily operations, such as lawnmowers, floor scrubbers, and maintenance vehicles.

Without renewal, the current PPEL will expire on July 1, 2026. This would force the district to rely on general fund or SAVE dollars for essential upkeep and equipment needs, which could delay or limit other educational priorities. Should the measure pass, Midland receives crucial funding needed to protect its facilities, maintain safe learning environments, and provide the tools our students need, all without raising the property tax rate.
